Called to order at 4:01pm by Chair Halverson
Present:     Trustee Eisenach, Trustee Franzoi, Vice Chairman Golz, Chair Halverson, Secretary Lane, Trustee Stojanovic (arrived at 4:31pm), Trustee Turner (arrived at 4:03pm), Superintendent of Schools VanderHeyden, Trustee Witt and Teen Rep. E. Lane
Also Present: Caroline Glime (EUA), Paul Eisen, Director Kopetsky, Library Services Manager Raschke, Programming Services Manager Moore-Nokes and Business Manager Dreyer

Unfinished Business
Planning Process Update  
Trustees participated in EUA’s puzzle play using scaled puzzle pieces that represented the desired spaces and arranged them on floor plans to determine ideal locations and adjacencies.  The Project Leadership Team and staff participated earlier in the day and the community will have the opportunity this evening.

Public Comment/Communication
None

Consent Business
A motion was made by Franzoi, seconded by Turner to approve the Library Board of Trustees meeting minutes from September 27, 2022.  Motion carried unanimously.  

Authorization of Bills
A motion was made by VanderHeyden, seconded by Witt to authorize payment of the October 2022 list of bills from the 2022 budget and endowment fund.  Motion carried unanimously.

501(c)3 Update
We have three people to move forward on the 501(c)3.

New Business
Director’s Report
The Elisha D. Smith Public Library was selected as this year's Wisconsin Library Association Innovative Programming winner for our SMITHworks program series and makerspace.  The award will be accepted at the WLA Conference on November 3.  
Due to a staff resignation, we are in search of another part-time (10-15 hours per week) library assistant.  

September Statistics
Statistics remain consistent across most of our collections.  Overall, our circulation is up 11.1% for the year.  We are in the process of developing some new collections, ordering practices, and displays that we feel will help ensure circulation growth.  

2022 Budget Status
Trustees reviewed the 2022 budget status.  

Approve 2023 Budget
Motion made by Franzoi, seconded by Golz to approve the 2023 budget as presented.  Motion carried.  The library’s budget review session will be held on Wednesday, November 9 at 5:00pm.

Staff Reports

  • We have many programs scheduled through the end of the year.  
  • We will be holding a Libraries Against Hunger Food Drive for Double Portion Soup Kitchen November 1 - 9.

Franzoi left the meeting at 5:40pm.
Witt left the meeting at 5:47pm.

Our next Board of Trustees meeting will be held on Tuesday, November 22, 2022, at 4:00pm.
