POLICIES AND PERSONNEL COMMITTEE
ELISHA D. SMITH PUBLIC LIBRARY BOARD OF TRUSTEES

December 11, 2020

Called to order at 9:00am.  This meeting took place online.
Committee Members Present:    VanderHeyden and Witt        
Also Present: Golz, Director Lenz and K. Dreyer (Business Manager)

Public Comment/Communication: None

Consent Business
Motion made by VanderHeyden, seconded by Witt to approve the Policies and Personnel Committee meeting minutes of November 26, 2019.  Motion carried unanimously.  

Adjourn into Closed Session:  Motion made by VanderHeyden, seconded by Witt to adjourn into closed session pursuant to §19.85(1)(c), Wis. Stats., Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Director’s annual performance review/2021 salary and step and merit increases for staff members. Roll call vote:  all board members voted in favor, none opposed.  

Convened in Closed Session at 9:03am.

Reconvene into open session:  Motion made by VanderHeyden, seconded by Witt to adjourn and reconvene in open session. Roll call vote: all board members voted in favor, none opposed.

Since Lenz is retiring on March 10, the committee will not be conducting an annual review. The committee thanked her for the time and effort in making the library what it is today. The board will discuss a salary range and vacation time for the incoming director at the next board of trustees meeting.

Step and merit increases are 2.5% increases to hourly or salaried rates. According to policy these staff members are recommended for step or merit increases at the start of 2021:

Librarian Ana Maria Acosta from step 7 to step 8
Clerk Na‘imah Ali from step 2 to step 3
Support Services Supervisor Cate Brandt from step 12 to step 13
Business Manager Kathy Dreyer from step 5 to step 6
Library Assistant Sherry Ely from step 1 to step 2
Clerk Victor Flores from clerk step 1 to associate librarian step 1
Library Assistant Sarah Konrad from step 3 to step 4
Librarian Kirk Moore-Nokes from step 5 to step 6
Associate Librarian Cassie Payne from step 6 to step 7, 20 hours/week to 30 hours/week
Adult Services Supervisor Aaron Raschke from step 1 to step 2
Associate Librarian Elizabeth Tubman from step 9 to step 10

Motion made by VanderHeyden, seconded by Witt to recommend to the board of trustees approval of these changes January 10, 2021 as per policy and Lenz’s recommendation.  Motion carried unanimously.
